Shiloh Adoptions cooperates with West Sands Adoptions to complete adoptions in China. West Sands Adoptions is officially registered to facilitate adoptions through the Chinese Center of Adoption Affairs (CCAA). The CCAA is extremely supportive of adoption. China is a land of contrasts with rural country sides and towering skylines in modern cities. It is a country steeped with fascinating history and traditions. The process for completing a Chinese adoption is straightforward, stable and reliable.

Children Available
Healthy girls and boys-Chinese law allows for the adoption of children up to and including age 13; children ages 14 and up may not be adopted. Children with minor correctable, special needs are available. The availability of twins is very rare and you are not allowed to adopt 2 unrelated children at the same time.
 

Requirements for Adoptive Parents
  • Each and every parent must be between 30 and 50 years of age. No parent can be under 30 or over 50. The CCAA will not accept any parent outside of this range. If the family applies to adopt a Waiting Child, the upper age limit can be 55 years of age depending on the age of the child requested.
  • Only married couples are eligible to adopt from China; no singles dossiers will be accepted. If this is the first marriage for both the husband and wife, they must have been married for two years prior to submittal. If the husband or wife has had a previous divorce or annulment, the couple must have been married for five years prior to submittal. The total number of divorces/annulments for the couple can total no more than two. Therefore,
  • if the husband or wife has had two divorces and other partner none, the family is acceptable. If the husband and wife each have one divorce, the family is acceptable. Any more divorces are unacceptable.
  • At least one parent must have a stable job that provides the majority of the family's income. Families whose income is derived from retirement, disability, or insurance settlement, will no longer be allowed to adopt. The family's income must exceed $10,000 per family member (including the to-be-adopted child) and their net worth must exceed $80,000.
  • No family can have more than 4 minor children in the home. The youngest child currently in the home must be over 1 year old.
  • China does not allow adoption by homosexuals.
  • Each parent must have at least a high school education.
  • At least one parent must travel and stay anywhere from 10 to 14 days in China to complete the adoption.
  • Both parents must have body mass indexes (BMI) under 40.
  • Neither parent can have any criminal record.
  • CCAA will only approve parents who are healthy. They will not accept any parent with any infectious disease, mental disease, serious disease, or disability. If either parent is taking medication for anxiety or depression, they are disqualified. If a parent has experienced a serious health related problem in the past, he or she must have been free of this problem for 10 years prior to submittal.
  • Families may not submit a dossier within one year of previous China adoption and must have completed both required post placement reports prior to submitting a new dossier.
Travel/Time Commitment
The current estimated timeline for China, after submission of your dossier to the CCAA, takes approximately 24-36 months. The wait seems to still be increasing. Please contact your program director for current timelines. After you receive your referral it will take approximately 6-8 weeks before you would travel to adopt your child. You should expect to spend 10-14 days in China. Although only one parent is required to travel, it is preferable for both parents to travel to China to adopt your child.

Adoption Expenses
  • Application fee: $200 (non-refundable)
  • Shiloh Service Fee: $5,500 due at time of application and contract
  • USCIS I800-A processing fee: $670
  • USCIS fingerprinting is required for all persons aged 18 or over living in the home: $80 each
  • China Foreign Fee: approx. $8,000 - $8,500 (varies by province) which includes:

    • Dossier preparation, translation and submission fees ($3,000)
    • Orphanage donation ($3,000)
    • Notary and Passport fees ($675) (passport fees can vary by province)
    • Civil Affairs Bureau Fee ($300)
    • US Visa (Consulate) ($380)
      Medical and visa picture ($70)
    • Newspaper search ($25-50) (if applicable-varies by province)
    • Transportation (1.Airport to hotel 2.Hotel to CAB to pick up your child 3.Hotel to CAB to do paper work 4.Hotel to pick up passport 5.Hotel to airport), airfare and hotel for our translator ($400)
    • US agency rep escort fees, guide and translator fees ($500)

  • Passport (if you do not already have one issued to you)

    • Age 16 and older: the passport application fee is $67 and the execution fee is $30. The total is $97 per person.
    • Under age 16: the passport application fee is $52 and the execution fee is $30. The total is $82 per person.
Additional Expenses
The following expenses will vary by state, season, number of documents, etc... We have included some "estimates" for you which include, but are not limited to, the following:
  • $60 translation of referral
  • Estimated Home Study fees: varies by state from $1,000-$3,000
  • Homestudy review fee $150 (if homestudy performed by a Social Worker not employed by Shiloh Adoptions
  • Vital Records (birth certificates, marriage, divorce, death) $12 fee for certified document (varies by state)
  • Post placement reports (minimum of 3) completed at 1 month, 6 months and 12 months per Kansas regulations set forth by KDHE (Estimated ) $200 for each report (varies by state)
  • Dossier authentications at Secretary of State and Consulate (depends on state and number of documents ~$500 Estimated
  • Document delivery fees (USPS, Fed Ex, DHL, etc.) This will vary based on how many states you have documents from. You should expect your shipping costs to be estimated between $200 and $500 on average.
  • Chinese Visa $130-$150 per person + courier fees
  • Shiloh's Courier is $60 per family + additional fees for expediting your documents
  • Estimated Airfare to and from China for two parents approximately $2,000 (varies by season)
  • Estimated Airfare to U.S. for infant approximately $120
  • Estimated Hotel ~$100 per night in China (usually includes breakfast for 2 adults)
  • Estimated Meals $20-$50 per day for 2 adults
  • Estimated Transportation in China (other than noted above) and spending money is not included
  • Touring China (i.e. Beijing) based on average $200 Estimated
Estimated total adoption expenses for a China Adoption including all adoption fees: ~$18,000 - $23,000.

Addendum
The China foreign fee is split into 2 payments. $3,000 is payable when your dossier is ready to be submitted to the CCAA. The remaining $5,000-$5,500 is wired over after you receive your referral or taken with you.
